Resolution No. 196 of the Cabinet of Ministers “On additional measures to increase the efficiency of water resources management.”

This Resolution establishes the list of clusters that manage state water facilities on the terms of public-private partnership (Annex 2) and the main indicators of state water management facilities in areas transferred to the management of the private sector on terms of public-private partnership (Annex 3). The Ministry of Water Resources is authorized to conclude an agreement without holding a tender on the basis of direct negotiations with the private sector providing services to a single water consumer, as well as water management facilities (in accordance with Annex 2), without holding a tender. Clusters with agricultural land plots - organization of household water services, shall be responsible for intended use, repair, restoration and reconstruction of all inter-farm and internal irrigation and collector-drainage networks in their areas, main and internal water abstraction and other water facilities. Water consumers shall organize the provision to farms, on the basis of documents, of internal irrigation and collector-drainage networks serving them directly, main and internal water abstraction and other water management facilities for their intended use, as well as for repair and restoration thereof.
