Resolution No. 271 of the Cabinet of Ministers validating the Regulations in relation to the gradual transition to self-financing of housing and communal services.

The Cabinet of Ministers, in connection with the transfer of state housing stock into the ownership of citizens, changes in the conditions of its maintenance, the need to create a regulatory framework for a phased transition to self-sufficiency in payment for housing and communal services and for the purpose of social protection of the population, decrees as follows: (a) to establish the rates for water supply and sewerage for residential housing facilities; (b) the degree of equipment of residential facilities with water supply and sewerage equipment and devices; (c) heat consumption standard amount; (d) losses (the excess of costs for services over income received) of public utilities from providing services to the population for the supply of gas, electricity, drinking water and sewerage are covered by the income they receive from other consumers (sectors of the national economy) of services by establishing marginal tariffs for them; (e) utility services provided to the population are exempt from value added tax.
