Resolution No. 276 validating the procedure for organizing and conducting public procurement.

The readiness of the state customer for public procurement includes: (a) posting public procurement plans on a special information portal; (b) making advance payments for participation in electronic public procurement in cases established by law; (c) posting announcements about the transfer of public procurement to the electronic public procurement system; and (d) posting information about persons affiliated with the state customer on a special information portal. The electronic public procurement system automatically carries out: (a) creating the possibility of using electronic government procurement for each lot, depending on the amount of the advance payment made to the government customer and participant; (b) conducting electronic government procurement; (c) identification of participants and formation of an agreement; and (d) provides the state customer and the procurement commission with the information necessary to evaluate the proposals of participants in electronic public procurement by integrating them into the databases of the Tax Committee, the Ministry of Economy and Finance, the Ministry of Construction and Housing and Communal Services, and the Ministry of Justice.
