Resolution No. 327 of the Cabinet of Ministers “On additional measures to expand raw material base for deep processing of natural raw materials and mineral resources of the Republic of Karakalpakstan in 2021-2022 and the creation of chain of added value.”

The Cabinet of Ministers, in order to improve activities to protect, increase and rational use of natural and mineral resources, identify and prevent violations of legal requirements related to environmental protection, strengthening the personal responsibility of heads of government agencies and business entities, decrees to establish the following priorities: (a) in the field of collection and processing of Artemia cysts: organization of scientific research, including assessment of the risks of sustainable reproduction of Artemia cysts, changes in the level of mineralization of the water area where Artemia cysts are located, artificial cultivation, biochemical composition, as well as the production of substances for biological additives and medicines from them; introduction of a system for recording the volumes of Artemia cysts collected within the allocated quotas and monitoring compliance with these volumes; improve and ensure transparency of government regulation of the collection and processing of Artemia cysts; Attracting foreign investors to implement projects for the deep processing of artemia cysts, including the production of bioadditives for growing valuable marine products and fish; prevention of illegal activities, poaching, collection and use of artemia cysts, creation of a system for allowing processing only to business entities with storage and processing infrastructure; (b) in the field of collection and processing of liquorice (Glycyrrhiza) root: to expand the raw material base of the plant root by encouraging and supporting plantations of the liquorice (Glycyrrhiza), especially plantations of its new species that do not grow in the country; creating conditions for business entities that grow licorice root using the cluster method and carry out multi-stage processing to a high-quality finished product; expansion of cooperative relations with consumers of products of business entities engaged in deep processing of liquorice (Glycyrrhiza) root, including confectionery and pharmaceutical organizations; and (c) in the field of extraction and processing of vermiculite: to include in the terms of use of subsoil plots the conditions for deep processing of raw materials independently or jointly with other business entities; increasing the efficiency of vermiculite use, including the degree of extraction of raw materials, the quality of the product produced and the level of its processing.
