Abstract
This Resolution is aimed to improve the national unified system for monitoring and forecasting natural and technological emergencies. It establishes a unified framework for early identification of hazard sources, systematic monitoring and control of risks, automated information exchange among government bodies, and the development of preventive and mitigation measures based on monitoring and forecasting data.
The regulation annexed to the resolution defines the structure, functions, terminology, and operating procedures of the Unified Monitoring and Forecasting System. The system forms part of the national emergency management framework and is coordinated by the Ministry of Emergency Situations. It integrates national, regional, district, and facility-level authorities and organizations, requiring them to submit monitoring and forecast information through a common digital platform. The resolution mandates the integration of departmental information systems by August 2026, the digitization of monitoring data, and the establishment of dedicated specialist positions from January 2027. The system also relies on land-based, underground, surface, and aviation monitoring resources, including aircraft, helicopters, and unmanned aerial vehicles.
The annexes provide detailed lists of monitoring and forecasting information to be supplied by ministries and agencies, covering a wide range of hazards. These include earthquakes, landslides, floods, droughts, severe weather, epidemics, animal and plant diseases, environmental pollution, industrial accidents, transport disasters, energy and utility failures, radiation incidents, dam failures, fires, and oil and gas emergencies. Specific agencies are assigned responsibility for each category together with reporting timelines and risk levels. The resolution also repeals several earlier government decisions from 2017 to 2022 concerning emergency monitoring and forecasting, replacing them with this updated and more comprehensive governance framework.
