Abstract
This Resolution establishes the procedure for the assessment of operation of cotton-textile clusters, in particular: (a) the degree of organization of a continuous production chain from cultivation of raw cotton to its sale as a finished product; (b) level of efficient use of land and water resources, application of new and modern equipment and technologies; (c) the level of security of the interests of farms; and (d) other issues related to the efficiency of cotton-textile clusters. The following criteria will be considered in assessing the performance of cotton and textile clusters: (a) creation of continuous production chain from cultivation of raw cotton to trade of finished products; availability of storage and processing facilities; creation of new jobs; high export performance; (b) efficient use of land and water resources, application of new and modern equipment and technologies: provision of agricultural machinery for intercropping of cotton during the cluster activity; introduction of drip, sprinkler and other advanced water-saving irrigation technologies; measures for the increase of soil fertility; (c) timely settlements with farms for the supplied raw cotton; incentives to the farms for the excess of raw cotton in excess of the amount specified in the contract; and (d) availability of sources of financing covering the costs of growing raw cotton; application of insurance system; repayment of loans obtained from commercial banks; regularity of tax, other mandatory payments and absence of wage arrears.
