Resolution No. 515 of the Cabinet of Ministers “On measures to expand the implementation of “green energy” certificates and improvement of “green financing” mechanism.

This Resolution establishes the following procedure for the expansion of the implementation of “green energy” certificates and improvement of “green financing” mechanism: (a) sale of “green energy” certificates is carried out in the “green energy” section, dedicated to the sale of “green energy” certificates through a commodity exchange in accordance with the legislation on exchanges and stock activities and the rules of exchange trading; (b) funds received by the Ministry of Economy and Finance of the Republic of Uzbekistan through the issuance of “green energy” certificates are collected in separate special accounts of the project office of the “Center for Green Economy Projects” under the Ministry; (c) “Center for Green Economy Projects” has the authority to sign relevant agreements with the involvement of technical support from international donor organizations in order to promote the green economy and introduce the principles of the green economy “development, implementation of projects to reduce greenhouse gas emissions in economic sectors”; (d) the validity period of the certificate is unlimited; used certificates are written off by the participant through the platform; (e) certificates are not issued for the volume of electricity produced for own consumption in renewable energy sources and not transferred to the power grid; and (f) the certificate can only be used once; when the certificate is used or revoked, it is not transferred between participants.
