Resolution No. 733 of the Cabinet of Ministers validating the Regulation on the procedure for organizing the activities of cotton-textile clusters.

Regulation on the procedure for organizing the activities of cotton-textile clusters establishes as follows: (a) cotton-textile cluster is organized in the following form: growing raw cotton by leasing agricultural land; (b) purchase of raw cotton from farms and other economic entities producing raw cotton on the basis of a contract without leasing agricultural land; and (c) growing cotton raw materials by leasing agricultural land and purchasing cotton raw materials from cotton producers on the basis of a contract. The relationship between the cotton-textile cluster and producers of cotton raw materials is based on a contract, concluded in accordance with the legislation on the cultivation and supply of cotton raw materials, taking into account the interests of the parties. Сotton-textile cluster is organized in all regions of the country on the basis of land plots intended for growing raw cotton. In the application, the applicant clearly indicates the organizational form of the cotton-textile cluster, the amount of the need for cotton raw materials and the area of the land plot (if intended to rent out the land plot). The cotton-textile cluster has the following rights: (a) to insure products produced in the course of its activities; (b) self-production of cotton seeds; (c) to carry out preliminary processing of cotton raw materials at own or rented cotton gin plant or by mill method; and (d) autonomous processing of seeds and other products obtained from cotton raw materials, or their sale, including processed products, in the manner prescribed by law.
