Resolution No. 866 of the Cabinet of Ministers “On measures for continuous and guaranteed provision of the population with basic foodstuffs.”

The Cabinet of Ministers, in order to ensure the basic needs of the population for food, carry out systematic monitoring and control over the supply of foodstuffs to the domestic and foreign markets throughout the year, and prevent unreasonable price increases, the Cabinet of Ministers decides to introduce from January 1, 2019, a procedure for assessing the level of supply of the domestic consumer market with the main types of foodstuffs of social significance, taking into account the volumes of production, export and import of these products through forecast indicators of production and use of food resources. Measures shall be taken to compensate for the shortage of agricultural products in the resources of regions where agricultural products are produced less than the needs of the population, at the expense of regions where production exceeds needs. The competent authorities shall monitor the safety of stored products in warehouses and refrigerated warehouses, study the sale of products based on distribution schedules and their intended use by social institutions and shall control over the formation of prices for products sold from warehouses to the domestic consumer market.
