Resolution No. PP-3683 of the Cabinet of Ministers “On measures to radically improve the seed production system in the Republic of Uzbekistan.”

The Cabinet of Ministers, in order to radically improve the seed production system, expanding the production of high-quality and competitive products, their further promotion to international markets, decrees to establish a procedure according to which, beginning from September 1, 2018: (a) it is not allowed to place more than ten in one region, in one district - more than five zoned varieties of cereal grains, as well as in one region more than five, in one area - more than two zoned varieties of cotton (except for new varieties placed for testing); (b) variety testing period for cereal grain varieties and cotton should not exceed two years, for other agricultural crops - one year; (c) the requirement for mandatory registration and entry into the State Register of Agricultural Crops Recommended for sowing on the territory of the Republic of Uzbekistan, seed varieties of agricultural crops (except for cereal grain seeds, cotton and potatoes) is cancelled; (d) export of cereal grain and cotton seeds is carried out by decision of the Ministry of Innovative Development based on the conclusion of the Ministry of Agriculture of the Republic of Uzbekistan, for the export of seeds of other agricultural crops do not require special authorization; and (e) when importing agricultural seeds (except for seeds of cereal grains, cotton and potatoes) shall be recognized the results of tests of agricultural crops carried out by foreign laboratories accredited by international organizations, in cases where the requirements applied during testing, are not inferior to similar requirements in force in the Republic of Uzbekistan. Center for the Development of Seed Production under the Ministry of Innovative Development shall perform the following tasks: (a) formation of a modern system of preparation, use and export of seeds of agricultural crops, including cotton and grains; (b) organization and development of primary seed production of domestic varieties and foreign selection, including biotechnological varieties; (c) development in accordance with international standards, technical regulations and regulatory requirements for procurement, processing and storage of sowing seeds of agricultural crops by sectoral enterprises; (d) assistance in conducting scientific and experimental research in the field of seed production, strengthening scientific potential and material and technical base of sectoral enterprises; and (e) active interaction with international and national bodies on seed production, introduction of innovative pre-sowing technologies and processing of seeds, know-how in this field.
