Abstract
Strategy for achieving gender equality in Uzbekistan until 2030 is a nationwide multi-sectoral policy document aimed at ensuring equal participation of men and women in the management of public and state affairs, provision of social and legal support to women, and protection of women from oppression and violence by promoting of legitimacy, democracy, openness and transparency as the basic principles of gender equality. Within the framework of gender strategy, the concept of gender equality means the equality of rights and opportunities of women and men in all spheres of life and activity of society, including politics, economy, law, culture, education, science, sports.
The socio-economic policy pursued in Uzbekistan at all stages of the reforms covers a wide range of issues. Additional guarantees were given to systematically increase the income of the population, the formation of employment and labor relations, social protection and support of certain categories of the population, including women entrepreneurs and farmers.
The implementation of the Gender Strategy will eliminate inequalities between women and men in political, economic, social and other spheres, increase the image of the Republic of Uzbekistan in the international arena.
The goal of the Gender Strategy is to ensure real equality of women and men regardless of race, nationality, language, religion, social origin, beliefs, personal and social status.
The main objectives of the Gender Strategy are as follows: (a) expanding women's access to land and property; (b) support of equal participation of women and men in all spheres of life and creation of equal opportunities for them to lead in decision-making; (c) increase of the political activity of women, change of negative attitudes towards their role in society; (d) ensuring equal rights and opportunities for women and men in the field of employment, as well as the creation of decent jobs, the development of women's entrepreneurship, expanding opportunities for women to obtain credits from commercial banks; (e) promotion of education, improvement of medical knowledge in family planning and reproductive health along with promotion of healthy lifestyle; (f) creation of effective organizational and legal mechanisms for combating human trafficking and forced labor, prevention, detection and elimination of oppression and violence; strengthening the family ties, increasing the responsibility of all family members in family relations, prevention of early marriages, marriages between close relatives, premature births and divorces; and (g) integration of gender issues into the budget process, improvement of gender statistics, including analysis of the allocation of funds from the state budget and local budgets to achieve gender equality and equal opportunities for women and men.
Expected result from the implementation of the Gender Strategy: (a) leadership of government agencies in the upper and lower systems of the practice of appointing women to positions will be expanded; (b) women will be widely involved in the electoral process by encouraging political parties; (c) guarantees of equal rights and opportunities for women and men in employment; (d) improvement of the system of prevention of oppression and violence against women and men; (e) development of a system of protection of the rights and freedoms of women and men who are migrant workers; (e) development of mechanisms to prevent divorces; and (f) increasing medical knowledge of women and men in family planning by expanding access to necessary information and services.
