Strategy for the transition of the Republic of Uzbekistan to a Green economy in the period of 2019-2030.

Abstract
This is a nationwide multi-sectoral policy document. The main objectives of transition of the Republic of Uzbekistan to Green economy: (a) improving energy efficiency of the economy and rational consumption of natural resources through technological modernization and development of financial mechanisms; (b) inclusion in priority areas of public investment and spending of green criteria based on international best practices; (c) assistance in the implementation of pilot projects in the areas of transition to Green economy through the development of mechanisms of state incentives, public-private partnership and cooperation with international financial institutions; (d) development of a system of training and retraining of personnel related to labor market in green economy; (e) taking measures to mitigate the negative impact of environmental disaster in the Aral Sea region; (f) strengthening international cooperation in the field of "green" economy, also through the conclusion of bilateral and multilateral agreement.
Policy priorities for the implementation of the Strategy shall be as follows: (a) increasing energy efficiency of the basic sectors of the economy; (b) diversification of energy consumption and development of the use of renewable energy sources; (c) adaptation and mitigation of the effects of climate change, increasing efficient use of natural resources and preservation of natural ecosystems; and (d) development of financial and non-financial support mechanisms for Green economy.
Target indicators for the implementation of the Strategy, providing for: (a) reduction of specific greenhouse gas emissions per unit of gross domestic product by 10% from the 2010 level; (b) doubling energy efficiency indicator and reducing carbon intensity of gross domestic product; (c) further development of renewable energy sources with their share up to more than 25% of the total electricity generation; and (d) providing access to modern, affordable and reliable power supply to 100% of the population and sectors of the economy.
In the field of agriculture, the transition to a "green" economy should be based on the following basic principles: (a) compliance with the National Sustainable Goals and Targets; (b) rational use of resources, sustainable consumption and production; (c) inclusion of environmental and social criteria in the system of economic accounting; (d) prioritizing the use of green tools and approaches to achieving the goals of socio-economic development; (e) achieving existing macroeconomic goals through improving competitiveness and performance growth in key sectors, creating "green" jobs, increasing the well-being of the population; and (f) ensuring the investment attractiveness of activities for efficient use of resources.
Adaptation and mitigation of the effects of climate change, increasing efficient use of natural resources and conservation of natural ecosystems in the field of agriculture: (a) restoration of degraded pastures and introduction of mechanisms for sustainable pasture management; (b) introduction of organic farming methods; (c) re-seeding crops to ensure consistent coverage of cropland surface; (d) diversification of crops (expansion of crops of perennial tree plantings and perennial grasses); (e) creating agricultural and food value chains; (f) correct storage/processing of organic waste of animal husbandry; (g) prevention of pollution of aquatic sources by agricultural waste; (h) breeding of highly productive breeds of animals and species (varieties) plants resistant to salinity, drought and other hazards and risks, preservation of the gene pool of local animal breeds and plant varieties, as well as gene pool of wild ancestors of cultivated plants.
