Abstract
This Second National Communication (SNC) reports the country’s commitment to develop, periodically update, and publish national inventories of anthropogenic emissions by source of all greenhouse Gases (GHG), and of measures to facilitate adequate adaptation to the adverse impacts of climate change. Particularly, this Second National Communication focuses on emissions of ozone depleting substances in the following core sectors: energy, industrial processes, agriculture, land use and forestry, waste management. Although the country’s contribution to global emissions is minimal, with this Communication, the government describes the mitigation assessment conducted to evaluate the potential impacts of various technologies and practices which can both mitigate climate change and supporting sustainable development. Furthermore, this Communication focuses on the conduction of vulnerability and adaptation assessment targeted to five core sectors: agriculture, coastal zone, health, water and tourism.
Concerning the various sectors and the targeted measures, this Second National Communication focuses on: crop and animal production; effect of dry season on grazing; erosion of coastal zones; impact of climate change on public health and spread of diseases through water sources; heavy rainfall and periods of water shortage; rationing of potable water; improving solid waste management programmes, prohibiting open burning; measures to improve soil conservation; strengthening of renewable energy and energy efficient programmes; measures for increasing ground water exploitation and protection of water catchment areas; reduction of activities affecting biomass stocks, such as harvesting of wood, converting forested areas to other uses; development of industrial processes based on food security and food safety issues.
