Abstract
This Circular No. 05/2025/TT-BTNMT of the Ministry of Natural Resources and Environment promulgats the National Technical Regulation on Domestic and Municipal Wastewater (QCVN 14:2025/BTNMT). This Regulation sets permissible discharge limits for pollutants such as BOD5, COD, TSS, ammonium, total nitrogen, phosphorus, coliforms, sulfide, oils, and surfactants, categorized into Columns A, B, and C based on the receiving water body’s function. It applies to domestic and municipal wastewater discharges and outlines sampling methods, compliance assessment, and responsibilities of discharging entities.
Existing facilities and approved projects may continue using the 2008 standard until December 31, 2031, while new projects must comply with the 2025 regulation immediately. The circular also provides transitional provisions, encourages early adoption, and assigns implementation responsibilities to local authorities and environmental agencies. It includes appendices listing business types subject to the regulation and approved testing methods.
