Abstract
This consolidated Circular issued by Vietnam’s Minister of Agriculture and Rural Development outlines the classification system for wood processing and exporting enterprises. It establishes procedures for registration, verification, and classification based on compliance with legal, environmental, labor, and forestry regulations. Enterprises must submit documentation proving adherence to criteria such as lawful establishment, environmental protection, fire safety, labor rights, and legal timber sourcing. Classification is conducted either online or directly, with results published by the Forest Protection Department. Enterprises are categorized into Group I or II, with Group I enjoying certain privileges. Misconduct or legal violations may lead to reclassification or removal from Group I.
The Circular also mandates the development and operation of an online classification system and a violation database to support transparency and enforcement. It assigns responsibilities to the Forest Protection Department and provincial agricultural departments for implementation, monitoring, and reporting. Enterprises are required to maintain accurate records and comply with all relevant laws.
