Abstract
This Circular implements provisions of Government’s Decree No. 29/2011/ND-CP on strategic environmental assessment, environmental impact assessment and environmental protection commitment.
The Circular guides in detail provisions on strategic environmental assessment, environmental impact assessment and environmental protection commitment and in particular it provides for: elaboration and appraisal of strategic environmental assessment reports; elaboration, appraisal and approval of environmental impact assessment reports; application and inspection, and certification of application of environmental protection works and measures before projects are put into official operation; elaboration, registration and certification of environmental protection commitment; etc.
The Circular further provides for the establishment of strategic environmental assessment report appraisal councils and of environmental impact assessment report appraisal councils. The Circular provides for their composition, structure, functions, responsibilities and working principles.
