Circular No. 41/VBHN-BNNMT of the Minister of Natural Resources and Environment detailing the implementation of a number of articles of the Law on Water Resources.

This Circular details how Vietnam applies several key provisions of the 2023 Water Resources Law. It sets out rules for functional zoning of surface water sources, determining and adjusting minimum flow, establishing sanitary protection zones around drinking-water intake sites, and protecting groundwater. The Circular also outlines principles, data requirements, and procedures for provincial and national agencies when carrying out these tasks.
It further provides methods for assessing water quality, defining protected groundwater zones, preparing groundwater protection plans, and approving artificial groundwater recharge activities. Responsibilities of ministries, provincial authorities, water supply operators, and relevant organizations are clearly assigned throughout Chapters II–IV.
