Abstract
This Circular implements a number of articles of Government’s Decree No. 117/2010/ND-CP on the organization and management of the special-use forest system.
The Circular guides in detail the preparation of national master plans on the special-use forest system, provincial-level plans on special-use forests and of plans on special-use forest zones. It further defines in detail functional sub-zones and makes provision for their boundaries’ adjustment.
The Circular sets out procedures and requirements for preparing, and contents of: scientific research dossiers; plans on sustainable use of natural resources; forest environmental service plans; and ecotourism projects.
The Circular further provides for: organization and management of special-use forest zones; establishment of ranger units, wildlife rescue conservation and development centres and of buffer zones and for their functions; responsibilities of state agencies; etc.
