Circular No. 84/2025/TT-BNNMT providing guidance for the Law on Forestry and amending a number of circulars in the fields of forestry and forest protection.

This Circular provides detailed implementation rules for several provisions of the Forestry Law, including Article 21 on replacement afforestation, Article 44 on development of forestry planting varieties, and point g of Clause 2 Article 101 on plantation forest coding. It also amends and supplements multiple existing ministerial Circulars in the in the forestry and forest protection sector.
The Circular regulates the management of forest plant varieties, including principles for genetic resource conservation, breeding, testing, recognition, production, and commercialization. It sets technical and procedural requirements for seed sources, quality control, labeling, and traceability, as well as rules for import and export of forest reproductive material. It also defines criteria for main forestry species and assigns responsibilities to competent authorities at central and provincial levels.
The Circular also establishes procedures for replacement afforestation, including financial obligations, land allocation, implementation mechanisms, and reporting requirements. It further provides rules for granting and managing plantation forest identification codes to ensure traceability of forest products.
