Abstract
This Collective and Cooperative Economic Development Strategy for the period of 2021 - 2030 is a policy document at the national level. Specific goals by 2030 are set up in the document: a) The whole country has about 140 thousand cooperative groups, with 2 million members, 45 thousand cooperatives with 8 million members, 340 unions of cooperatives with 1,700 member cooperatives. b) The number of cooperatives operating at good grade will account for 60% - 70% of the total number of cooperatives in the country. The percentage of cooperative managers graduating from colleges and universities will be at least 25%; About 80% of cooperative directors receive primary training as a director. c) Promote the application of high technology in the agricultural sector, striving that by 2030 the whole country will have over 5,000 cooperatives and 500 cooperative groups applying high technology to the production and consumption of agricultural products; implement traceability for agricultural products. d) Strengthen linkages along the value chain between enterprises and cooperatives, striving for about 50% of agricultural cooperatives to link with enterprises along the value chain.
Strategic orientations for development of collective and cooperative economies in the fields of agriculture, forestry, fishery and salt production include: 1. To promote the leading role of the collective economy and agricultural cooperatives in restructuring the agricultural sector and building a new countryside; 2. Strengthen infrastructure support for agricultural cooperatives by improving financial capacity, governance, operational efficiency, speeding up the issuance of certificates of land use rights and land-attached assets of cooperatives, facilitating access to bank loans; 3. Encourage agricultural cooperatives to organize agricultural production in association with preliminary processing, processing and consumption of agricultural products for members to form a closed value chain; 4. Developing collective economic models in the field of cultivation (rice, coffee, pepper, cashew, fruit, sugarcane), livestock (dairy cows, large cattle, pigs, poultry of all kinds), forestry, fisheries, salt production associated with agricultural restructuring and development of key products in the locality; etc.
Strategic orientations for the development of environmental protection, waste collection, classification and treatment are alsolproposed in the document: Develop cooperatives for environmental sanitation services, collect, classify and treat waste in residential areas; Develop and pilot the replication of mechanisms and policies to encourage the collective economy and cooperatives to participate in the collection and classification of waste at source, and waste treatment according to the principles of the market mechanism, especially in rural areas.
Strategic orientations regarding clean water supply include: Develop clean water cooperatives in residential areas, especially in rural areas; Develop consumer cooperatives to support each other, towards common buying and selling services, taking advantage of information technology to maximize member benefits; etc.
