Decision 116/QD-BTNMT on the Implementation Plan of the Master Plan of Basic Survey of Water Resources to 2030, Vision to 2050, issued by the Ministry of Resources and Environment.

This Implementation Plan is formulated to organize the implementation of basic survey on water resources to ensure efficiency and to promote all resources to accomplish the objectives set out in the Master Plan on Basic Survey of Water Resources approved in Decision No. Decree No. 432/QD-TTg of the Prime Minister.
The tasks for the period up to 2025 are proposed in the Implementation Plan, including: Building and maintaining the water resource monitoring network according to the roadmap to 2025 (maintaining the operation of the existing water resource monitoring network system and continuing to invest in new construction, upgrading and putting into operation 31 surface water resource stations and 197 points with 305 underground water monitoring wells); Carrying out investigation, assessment, determination and publication of minimum flows; capacity of receiving wastewater, load-bearing capacity of river and lake water sources; etc.
The tasks and solutions for the period 2026 - 2030 are further proposed in the Implementation Plan, including: a) Continue to carry out the tasks of basic survey of water resources that have been approved in the period up to 2025 but have not been completed and the tasks of water resources survey on a regular basis; b) Building and maintaining a water resource monitoring network according to the roadmap to 2030; c) Building and maintaining a system of warning and forecasting floods, droughts, saltwater intrusion, sea level rise and other harmful effects caused by water in areas that are being strongly impacted by climate change and sea level rise; d) Formulate and organize the implementation of the national total inventory of water resources for the period up to 2030; etc.
