Abstract
This Agricultural Restructuring Plan for the period of 2021-2025 is a sectoral policy document at the national level. The overall goals of the Plan are: to continue to restructure the agricultural sector towards sustainable agricultural development, improve the quality, added value and competitiveness of agricultural products; environmental protection, ecology; to increase income for people in rural areas ; to ensure food security; to promote the development of modern agriculture, clean agriculture, and organic agriculture, associated with the development of agro-processing industry, adaptation to climate change and sustainable connection with the global agricultural value chain.
Specific goals to 2025 are identified in the Plan, including: 1. The growth rate of added value of the agricultural sector will be on average from 2.5 to 3.0%/year; The average growth rate of labor productivity in agriculture, forestry and fishery will be from 7.0 to 8.0%/year. 2. The percentage of value of agricultural, forestry and fishery products produced in the forms of cooperation and association will reach over 30%; the percentage of value of agricultural products produced by good or equivalent production processes will be over 25%; the rate of value of agricultural products applying high technology will reach over 20%; growth rate of added value of agricultural product processing industry will reach over 8.0%/year; the area of agricultural land for organic production will be about 1.5 to 2.0% of the total area of agricultural land; The average growth rate of agricultural product export turnover will be about 5.0%/year. 3. The proportion of agricultural labours in the total social labour force decreased will be about 25%; the rate of trained agricultural labours will be over 55%; over 80% of agricultural cooperatives operate effectively; the income of rural residents increased at least 1.5 times compared to 2020. 4. The proportion of organic fertilizer products in the total fertilizer products will be over 15%; the number of biological pesticides in the list of pesticides permitted to be used will to increase to over 30 %; forest coverage rate will be maintained at 42%, improving forest quality.
For national key products, the Plan proposes to promote sustainable value chain linkage by prioritizing investment to promote synchronous mechanization, application of science and technology, building value chains associated with quality and safety management systems, and national brand development.
In order to exploit the advantages and potentials of each region and each locality, the Plan makes arrangement for restructuring agricultural production by region so as to promote regional linkages in sustainable agricultural production development among localities.
