Abstract
This Decision sets out guidelines for the allocation of forests, the elaboration of forest management plans, rights and obligations of village communities, and the responsibilities of concerned agencies and organizations in the management of village community forests.
Communities may be allocated forests if they have approved land use plans or forest protection and development plans. Orders and procedures for the allocation of forests to communities are outlined in the text. The Decision specifies the forest management plans which shall include: plans for forestation, forest rehabilitation and forest protection; plans for exploitation of timber from natural forests, plantation forests; plans for bamboo exploitation; plans for exploitation of non-timber forest products. The text further provides for the establishment of community forest management boards.
