Abstract
This Regulation provides for benefit sharing mechanisms applicable to projects for planting watershed protection forests in five central provinces of Viet Nam, which are Quang Tri, Thien Hue, Quang Nam, Quang Ngai and Phu Yen, funded with loans of the Japan Bank for International Cooperation (JBIC).
Provincial or district People’s Committees may decide to allocate forests to forest owners for long-term management, protection, development and use. Forest owners may sign long-term contracts with contractors for forest management, protection and development. The Regulation provides for rights and obligations of forest owners and of contractors.
People’s Committees of project-implementing provinces shall decide on the ratios for sharing the value of exploited timber products between forest owners and the State and between contractors and the State according to the provisions set out in the Regulation.
