Decision No. 1819/QD-TTg approving the Agriculture Restructuring Plan for the 2017-2020 period.

The General objectives of this Plan aim to achieve the following goals: sustainable agricultural and rural development, raising added value, efficiency and competitiveness; improve farmers' life, contribute to poverty reduction, protect the environment and ecology and contribute to ensuring national security and defense. The Specific objectives till 2020 Agricultural aim to reach the following: GDP growth rate about 3%/year; the average growth rate of labour productivity 3.5%/year; the proportion of agricultural labour less than 40%; trained agricultural labour about 22%. Income of rural residents increased at least 1.8 times compared to 2015; 50% of communes will reach the new rural standard; 15,000 agricultural cooperatives and unions operate effectively; Most rural population has access to hygienic water. In addition, the Plan aims at effectively responding to climate change, protecting the ecological environment and reducing emissions in agricultural production at forest cover rates reaching 42%.
The Plan aims to improve agricultural activities, through: Reviewing the livestock industry development strategy for each specific species to adjust the scale to suit market demand; developing concentrated and large-scale breeding areas for key products; at the same time maintain and develop family farming according to the advanced breeding methods, combined with the development of organic and ecological husbandry. Promote offshore fishing, invest in modernizing processing and storage equipment on board to reduce post-harvest losses; reorganizing marine production under the model of cooperation and chain linkage between fishing processing aquatic products, associating with protection and development of resources. Developing aquaculture in the direction of efficiency and sustainability; diversify subjects and farming methods suitable to comparative advantages of each region; organize chain production links, from seed supply, input materials, techniques, farming to seafood processing; strongly develop intensive farming and apply high technologies, good rearing practices, biosecurity and ecological environment protection. Manage and use sustainably and effectively natural forests; strictly implement the policy of closing natural forests; biodiversity conservation, landscape protection and ecological environment. Develop agroforestry model.
In addition, the Plan aims to strive to achieve the growth rate of value of processed agricultural products about 7-8%/year through the following activities: Irrigation and natural disaster prevention; Improve the efficiency of management and exploitation of irrigation works; strengthen grassroots irrigation management organizations; develop multi-purpose irrigation to serve agricultural and industrial production, supply water for people; to prioritize investment in irrigation systems in service of concentrated aquaculture and water-saving irrigation for key upland crops of high economic value and regional competitive advantages; improve the establishment of natural disaster prevention from the central to local levels; formulating and implementing strategies and plans on natural disaster prevention all levels; improve effectiveness of disaster risk management by applying modern technology in forecasting, warning and preventing natural disasters; promoting structural measures combining non-works and improving communication capacity, community-based natural disaster management.
