Abstract
This document presents the Vietnamese Prime Minister's Decision No. 333/QD-TTg, which promulgates the implementation plan for the national mineral sector planning from 2021 to 2030, with a vision to 2050. The Plan's primary objectives are to effectively realize the approved mineral strategy by prioritizing key investment projects for processing strategic minerals like bauxite, titanium, and rare earths. It aims to concretize schedules, assign tasks to ministries and localities, and resolve policy difficulties to attract social investment resources.
The Plan outlines specific contents and solutions, including detailed land use allocations totalling 190,000 hectares by 2030, and comprehensive measures covering legal, financial, technological, and environmental aspects. It emphasizes the application of advanced, eco-friendly technologies and strict resource management. Crucially, it defines the roles and responsibilities of relevant government ministries and provincial committees in organizing, inspecting, and cooperating to ensure the effective and efficient implementation of the national mineral planning: the Ministry of Industry and Trade leads coordination and licensing; the Ministry of Natural Resources and Environment controls land use and environmental impacts; provincial People’s Committees accelerate investor selection and resolve overlaps with public works. Funding relies mainly on enterprises, supplemented by state budget for surveys, research and selected high-tech pilots, while legal, fiscal, scientific, training and international-cooperation measures are prescribed to ensure efficient, green and safe mineral development.
