Decision No. 403/QD-TTg approving the National Green Growth Action Plan 2014-2020.

The Green Growth Action Plan includes four main themes, 12 groups of activities and 66 specific action tasks (in attached Appendix I). Theme 1 concerns Local institutional development and Green Growth Planning and includes eight activities in the following two groups: a) Institution building; b) The local green growth plan. Theme 2 concerns the reduction of the intensity of greenhouse gas emissions and the promotion of the use of clean and renewable energy and includes 20 activities in four groups as follows: a) Use of energy saving, efficiency and reduce emissions intensity of greenhouse gases in industry; b) Save energy, efficiency and reduce emissions intensity of greenhouse gas in the transport; c) Change farming techniques and perfect management to reduce the intensity of greenhouse gas emissions in agriculture, forestry and fishery; d) Development of clean and renewable energy sources.
Theme 3 concerns greening production and includes 25 activities in the following four groups: a) Review and propose adjustments to the strategy, planning, development plans and restructuring economy towards green growth; b) Effective use of resources and sustainable development of natural and economic areas; c) Sustainable infrastructure development; d) Promote the sustainable development, improve the capacity and market of technical and management support services for green growth. Theme 4 concerns the implementation of Greening lifestyles and sustainable consumption and includes the following groups: a) Sustainable and green urban development; b) Medical issues implement green lifestyle.
The activities under the Action Plan for Green Growth should be carried out in a synchronous and consistent way in the following sectors: raising awareness; institutional improvement; changing economic structure branches, localities and enterprises and promote new technology. The Ministry, through committees of provinces and cities and relevant agencies are entitled to implement activities under this Plan for the period of 2014-2020.
