Decision No. 4236/QĐ-BNNMT announcing the specialized management authorities under the Ministry of Agriculture and Environment that are authorized to receive transfers of timber, forest products, animals, and plants listed as endangered, precious, and rare species, including species listed in the CITES Appendices, which are exhibits or evidence, or voluntarily transferred by owners to the State.

This Ministerial Decision issues and publicizes the list of specialized management agencies under the Ministry of Agriculture and Environment that are authorized to receive transferred timber, forest products, animals and plants listed in national endangered/rare species lists and in the CITES Appendices, when such items are exhibits or evidences or are voluntarily transferred by the owner to the State.
The Decision attaches and promulgates appendices that identify specific agencies and the types of assets they may receive, including timber , forest products beyond wood, preserved specimens, living animals and living plants. It mandates periodic evaluations—every three years or as needed—of the effectiveness of these agencies in managing transferred resources. It further requires that the list of authorized specialized management agencies be made publicly available on the Ministry's electronic information portal.
