Decree No. 04/2000/ND-CP on enforcement of the Law amending and supplementing a number of articles of the Land Law.

This Regulation provides for the implementation of various amendments made in 1998 to the Land Law. it prescribes detailed rules relative to the competence to lease public land (art. 2), the granting of land use right certificates in accordance with Decree No. 17 of 1999 (art. 3), definition of land used for public purposes (art. 4), the duration of land assignment or lease (art. 5) and other matters relative to assignment of land (arts. 6-8), appointing subjects entitles to lease of land (art. 9), rent and levy (art. 10), management and use of unused land (art. 11), rights and obligations of organizations, households, individuals to whom land has been assigned and who are exempt from payment of land use levy (arts. 12-15), rights and obligations of economic organizations to whom land has been assigned by the State and are exempt for payment of levy (arts. 16-17), assignment of land for construction (arts. 18-24), and settlement of questions relative to lease or assignment of public land or the destination of use (e.g. agriculture, forestry, aquaculture) of land.
