Abstract
This Decree focuses on promoting the development of self-produced and self-consumed rooftop solar power in Vietnam, aiming to enhance energy independence, reduce reliance on traditional energy sources, and support the national goal of transitioning to sustainable energy systems. By establishing clear provisions and responsibilities for various stakeholders, including individuals, organizations, and electric utilities, the Decree seeks to facilitate the widespread adoption of solar energy technologies across residential, commercial, and industrial sectors. It mandates the use of specific forms for notifications and reporting, streamlining administrative procedures to encourage investment in solar energy projects. Additionally, the Decree introduces incentives such as exemptions from electricity licenses for small-scale installations and preferential tax policies, thereby fostering a conducive environment for the growth of rooftop solar power.
