Abstract
This Decree implements the Mineral Law by providing principles, conditions and procedures for auction of mining rights.
The Decree provides for: conditions on bidders and for rights and obligations of bidders and auction winners; composition of the auction council; order and procedures for auction of mining rights; organization of the auction; etc.
