Abstract
This Decree, consisting of 40 articles divided into six Chapters, provides for the establishment, operation, state management of and policies toward industrial parks, export processing zones, economic zones and border-gate economic zones. This Decree applies to state management agencies, organizations and individuals related to activities of investment, production and business in industrial parks, export processing zones, economic zones and border-gate economic zones. The Decree is divided as follows: General Provisions (Chap. I); Order and Procedures for Establishing Industrial Zones and Economic Zones (Chap. II); Mechanisms and Policies toward Industrial Zones, Export Processing Zones and Economic Zones (Chap. III); State Management of Industrial Zones, Export Processing Zones and Economic Zones (Chap. IV); Functions, Tasks, Powers and Organizational Structures of Management Boards of Industrial Zones and Economic Zones (Chap. V); Implementation Provisions (Chap. VI).

Entry into force notes
This Decree enters into force 15 days after its publication in CONG BAO.

This Decree replaces: The Prime Ministers Decision No. 53/2001/QD-TTg of 19 April 2001, on policies toward border-gate economic zones, and Decision No. 273/2005/QD-TTg of 31 October 2005, amending and supplementing a number of articles of Decision No. 53/2001/QD-TTg.
