Decree No. 31/2005/ND-CP on the production and supply of public utility products and services.

This Decree provides for the criteria and list of public utility products and services, the establishment, reorganization, management and operation of special state enterprises in direct service of defence or security, or state owned companies performing public utility tasks. Attached to the Decree are the lists of public utility products and services. Public utility products and services produced and/or supplied include: management exploitation of large irrigation work systems; plantation and protection of headwater forests, protection forests, etc.; production, preservation of prototype plants and animal varieties; aquatic resource protection services, etc. (list B).
