Abstract
This Decree provides for the registration, purchase and sale of ships and public-duty ships. It consists of 4 Chapters divided into 26 articles.
Viet Nam ship registrars shall include the Viet Nam Maritime Administration to be the national ship registrar, and the Maritime Sub-Departments or Port Authorities to be regional ship registrars (arts. 3-5). Forms of ship registration include indefinite registration, time registration, re-registration and change registration (art. 6). Articles 7-9 provide for the following: permits for vessels temporarily flying Vietnamese flag; limits of the ages of ships registered in Viet Nam for the first time; and, naming of ships and registration port. Ship registration dossiers, which shall be submitted by ship owners to regional ship registrars, are provided for in articles 10-14. Article 15 deals with the grant of ship registration certificates. Articles 16-20 provide for the registration of Viet Nam ship mortgage, and for the registration of Vietnamese organizations' ships flying foreign flag. Provisions on ship purchase and sale are outlined in Chapter III.

This Decree repeals Government's Decree No. 91/CP of 23 August 1997, and Decree No. 23/2001/ND-CP of 30 May 2001 as specified in article 25.The Appendices to this Decree are not available.
