Decree No. 63/2018/ND-CP on Investment in the form of Public-Private Partnership.

This Decree sets forth the sectors, requirements, and procedures for investment in the form of Public-Private Partnerships (PPP). It outlines the steps for undertaking PPP projects, such as making and approving pre-feasibility study report and feasibility study report, selecting preferred bidder, negotiating and concluding project contract, and transferring the facilities
The document defines the power, conditions, and contents of approving project investment proposal, the making and appraisal of feasibility study report, and the announcement of PPP projects on the National Bidding Network System. For example, it requires an environmental impact assessment report to be made in accordance with the law on environmental protection. It further stipulates that the PPP project must not have negative impacts on the community within the scope of the project and regulates the compensation and land clearing and the resettlement for the affected people.
