Abstract
This Decree provides for the granting of certificates to persons with rights to use land and own houses and other land-attached assets. Certificates shall be granted for each land lot and the cases eligible for being granted a certificate are outlined in the Decree.
The Decree further provides for requirements and procedures for obtaining a certificate and implementation responsibilities of the ministries, Provincial-level People’s Committees and the District-level Natural Resources and Environment Divisions.

This Decree repeals Government’s Decree No. 95/2005/ND-CP on the grant of certificates of house and construction work ownership. The Decree further makes amendments to various Decrees as specified in the text.
