Directive No. 1/1998/CT-TTg to strictly ban the use of explosives, electric impulses and toxic substances to exploit aquatic resources.

In order to ensure the enforcement of the Ordinance on the Protection and Development of Aquatic Resources, the Directive of the Prime Minister strictly prohibits the illegal production, trade, storage, transport and use of explosives, electric impulses and toxic substances to exploit aquatic resources. According to section 5 there shall be inspections of fishing boats before they leave sea ports, as well as on-land inspections in order to detect violations to the provisions of the Directive. The Ministry of Aquatic Resources shall have to oversee the implementation of this Directive and periodically report on the results of the implementation to the Prime Minister.
