Joint Circular No. 819/2004/TTLT-UBDT-KHDT-TC-XD-NNPTNT guiding the implementation of the Prime Minister’s Decision No. 134/2004/QD-TTg on a number of policies to provide support in terms of production land, residential land, dwelling houses and daily-life water to poor ethnic minority households meeting with difficulties.

This Circular implements policies to provide support in terms of production land, residential land, dwelling houses and supply daily-life water to poor ethnic minority households which must meet specific conditions (Section II). The Circular includes: specific conditions that must be satisfied by the eligible households regarding dwelling houses, daily-life water and production and residential land; management, allocation and settlement of support capital sources. The households benefiting from these policies have the obligation to manage and use supports to improve their conditions and once reached an economic independence they have the obligation to transfer these rights to other needing households.
