Law No. 05/2017/QH14 on Foreign Trade Management.

This Law provides regulations on measures for the foreign trade management, the development of foreign trade activities and solutions for dealing with disputes related to the imposition of measures for the foreign trade management.
The Minister of Industry and Trade shall take charge and cooperate with relevant Ministries, ministerial authorities, other organizations and individuals in deciding the imposition of export and import quotas (art.19). The Government shall make the list of products and conditions for the appointment of exporters and importers and assign Ministries and ministerial authorities to manage products according to the list (art.28). The Government shall make the list of exports and imports requiring licenses or subject to certain conditions and define the measures for and scope of the management of Ministers and ministerial authorities related to the products included in the list and procedures for the issuance of export and import licenses (art.31).
The Law further makes provisions, inter alia, for: certification of origins of products, permission for transit of products, technical and quarantine measures, trade remedies, urgent control measures, policies on developing foreign trade activities, dispute settlement, etc.
