Law No.22/2023/QH15 on Bidding.

This Law on Bidding governs all bidding activities involving state funds, public procurement, and investment projects to ensure transparency, competitiveness, and efficiency. It provides for state management of bidding activities; powers and responsibilities of authorities, organizations and individuals in bidding activities; selection of contractors executing contract packages and selection of investors executing investment projects. The Law also offers bidding incentives for domestic bidders, small enterprises, eco-friendly products and services, and prioritizes investors who apply pollution-reducing technologies in high-risk projects. It applies to both domestic and international contractors and investors, with a strong emphasis on digital processes via the Vietnam E-Procurement System (VNEPS).
