To achieve the general goals, the policy document sets up the following development orientations: 1. Agricultural development in three sub-regions of the Mekong Delta Plan (upper delta, midland and coastal areas) with consideration of agro-ecosystems in each sub-region. 2. Rotate the strategic axis to seafood - fruit - rice; increase the proportion of production value of aquatic products and fruits, reduce the proportion of rice. Developing other industries under the one-commune-one-product (OCOP) program to diversify the agricultural production system, improve people's income, and develop the Mekong Delta in association with agro-tourism. 3. Develop agriculture in the Mekong Delta in association with the New Rural Development Program to coordinate resources and comprehensively develop all aspects of agricultural production and rural life, with priority given to the following contents: climate change adaptation and disaster risk prevention. 4. Developing agriculture to adapt to changes in natural conditions and markets, focusing on handling internal factors, along with resources, people, scientific and technological progress, turning threats into opportunity, turning a disadvantage into an advantage. 5. Promote concentration and accumulation of land to form large-scale farmer households, organize farm households into new-type cooperatives, link with enterprises. 6.Prioritize the development of processing and trade in the agricultural value chain; research and application of science and technology, focusing on solving 3 problems: seed, feed and processing; By 2025, identify the best varieties and adapt to climate change for 3 key commodities; By 2030, master the domestic seed source and reach the international level; etc.
