Abstract
The overall goal of this National Action Plan on Conservation and Sustainable Use of Wetlands for the 2021-2030 Period is: Conserve and sustainably use of biodiversity and ecosystem of wetlands, contribute to sustainable socio-economic development, response to climate change, protect environment, conserve nature and fulfill the obligations of Vietnam as a member state to the Convention on Wetlands of International Importance (Ramsar Convention).
The Plan has set up the following specific goals by 2030: 1. All important wetlands nationwide are investigated, assessed, managed, monitored in accordance with the provisions of Decree No. 66/2019/ND-CP dated July 29, 2019 on the conservation and sustainable use of wetlands and the Ramsar Convention guidelines; 2. The whole country will have 15 wetlands recognized as Ramsar sites; increase the number of wetland conservation areas; 3. Recover at least 25% of degraded critical wetlands; 4. Important wetlands across the country are effectively controlled for conversion of land use purposes and development of eco-tourism and eco-friendly tourism activities and programs; 5. Payment for ecosystem services for important wetlands is applied in wetland conservation areas, Ramsar sites; 6. Capacity and equipment for institusions and individuals engaged in conservation and sustainable use of important wetlands are enhanced.
To achieve the goals, the Plan has identified main tasks and solutions, including: Conduct statistics and inventory of wetland areas nationwide; Investigate, catalog, map and publish important wetlands in Vietnam; Establish new wetland conservation areas and expand the Vietnam Network of Ramsar Sites; Research to identify and evaluate ecosystem services in some wetland conservation areas and propose the application of a payment system for ecosystem services to some Ramsar sites and wetland conservation areas; Develop and implement environmentally sustainable livelihood models, conservation and sustainable use models of important wetlands; Investigate and evaluate the degree of degradation, causes and resilience of important wetlands showing signs of degradation in Vietnam; Building a database on wetlands and integrating it into the national database on biodiversity; prepare a report on wetlands nationwide and report on wetlands at the provincial level; To encourage and mobilize the participation of communities and businesses to make financial investments for conservation and sustainable use of wetlands; Strengthen the performance of wetland management organizations; Strengthen cross-border cooperation activities on conservation and sustainable use of wetlands, especially in the Mekong River Basin; Promote dissemination, awareness raising and law enforcement on conservation and sustainable use of wetland resources; etc.
