Abstract
This National Strategy for Rural Clean Water Supply and Sanitation up to 2030, with a Vision to 2045 is a sectoral policy document. The overall goal of the policy document include: 1.To ensure that rural people have the right to access and use clean, convenient and safe water supply services at a reasonable cost; ensure household and public area hygiene, environmental sanitation, disease prevention and control. 2. Protect health, reduce diseases related to water and sanitation, improve the quality of life, ensure social security for rural people, narrow the gap between rural and urban areas, contribute to building new countryside construction.
In order to achieve the overall goal, the specific goals are set up in the policy document: a) By 2030, 65% of the rural population has access to clean water of standard quality with a minimum quantity of 60 liters/person/day; 100% of rural households, schools and health stations have hygienic latrines up to standards and regulations; 100% of rural people regularly practice personal hygiene; Striving for 25% of concentrated rural residential areas to have a domestic wastewater collection system, 15% of domestic wastewater to be treated; 75% of livestock households and farms are treated with livestock waste. b) By 2045, To strive for 100% of rural people to use safe and sustainable clean water and sanitation; 50% of concentrated rural residential areas have a domestic wastewater collection system, 30% of domestic wastewater is treated; 100% of livestock households and farms are treated with livestock waste.
Regarding rural clean water supply, The policy document proposes: Invest in the construction of concentrated clean water supply works in association with exploitation, management and operation according to the approved planning, ensuring water security and climate change adaptation; Repairing and upgrading clean water supply works to ensure efficient operation, associated with monitoring and management of works operation; Invest in the construction of large-scale, synchronous, inter-commune and inter-district clean water supply works, connecting to the urban water supply system in suitable places to ensure efficient and sustainable operation of the works; To replicate and apply the model of safe household water collection, treatment and storage; Establish a system to control and warn about the quality and reserve of domestic water sources, control pollution of domestic water supplies from daily-life activities, agricultural production, and industry; etc.
