Abstract
This Plan to Promote Investment in the Agricultural and Rural Sector in the Period of 2021-25 is a plan at national level. The common goal of the Plan include: Formulate an investment promotion plan in agriculture and rural areas for the period of 2021-2025 in order to improve the efficiency and uniformity in the implementation of investment promotion activities of the sector for each year; ensure the successful implementation of the sector development goals and in line with the orientation of attracting investment in priority and investment promotion contents of each field of agriculture, forestry, fishery and rural development.
The Plan sets up the following specific goals: 1. Strengthen the implementation of investment promotion activities to effectively implement the Plan to restructure the agricultural sector towards sustainable agricultural development, improve added value, efficiency and competitiveness of agricultural products. 2. To step up the attraction of investment in the development of modern agriculture, clean agriculture, organic agriculture, adaptation to climate change and investment in the development of agricultural mechanization and agro-processing industry. 3. Create a favorable and equal competitive environment for investment in agriculture and rural areas; attracting over 18,000 enterprises to directly invest in agriculture and rural areas. 4. Promote the attraction of foreign direct investment projects and investment projects of large corporations in order to create a driving force for the development of agricultural production in the direction of commodity production, connecting with the supply chain.
The priority areas for investment attraction are proposed in the Plan, including: 1. Strengthen investment promotion in the development of high-tech application of agriculture, clean agriculture, and organic agriculture to ensure food safety, environmental friendliness and efficient use of natural resources; 2. Prioritize attracting investment projects to promote agricultural mechanization and processing and preservation of key agricultural products, aiming to improve agricultural production efficiency and reduce post-harvest losses, and diversifying processed agricultural products, meeting the standards and regulations on quality management of the consumer market; 3. Attract investment in the field of science and technology transfer and application; promote the application of high technology, digital technology and information technology in all stages of the value chain, especially in collecting information, forecasting the situation of the agricultural product consumption market, timely supplying market information and services for businesses, cooperatives and farmers to proactively organize production plans according to market demand; 4. To encourage investment in developing increasingly modern agricultural and rural infrastructure and commercial infrastructure in the countryside; 5. Promote investment promotion in the development of the supply and distribution system of agricultural products, build a wholesale market / modern agricultural product supply center to meet domestic and international standards, an auction center, E-commerce trading floor to introduce, promote and auction agricultural products; 6. Attract investment in developing tourism services associated with agriculture and rural areas, community tourism associated with traditional industries and developing local specialties; 7. Encourage insurance enterprises to participate in agricultural insurance to reduce risks in agricultural production, towards sustainable production.
