Abstract
This Prime Minister's Decision No: 1622/QD-TTg approves the Plan of Water Resources for 2021 - 2030, with a Vision to 2050. The broad objective of the Plan is to ensure national water security, manage, protect and use water resources efficiently and sustainably; to prevent and overcome consequences of harmful effects caused by water to ensure a balance between the needs of the people, socio-economic development and environmental protection, minimizing damage to people's lives and property; to control the quality and reserves of water sources, improve the ability to store water in river basins, economic regions, localities; to manage and use water resources according to the circular cycle; and to move towards integrated governance of the water sector on a public digital platform.
The targets to 2030 are set up in the Plan, including: distribute water resources fairly and reasonably according to the integrated planning of the inter-provincial river basin; 100% of major watersheds will have integrated river basin planning; 65% of the rural population will have access to clean water; control 90% of operations on exploitation and use of water; improve efficiency, water exploitation and use capacity and minimize water loss in the system of irrigation works; protect, control, prevent and reduce water pollution by 2030, collect and treat wastewater to meet standards and technical regulations before discharging into the environment; complete the delineation of the areas restricted from groundwater extraction; prevent and control of subsidence caused by groundwater exploitation; governance of the water sector on the platform digital technology will meet the requirements of integrated management of water resources by basin rivers and adaptation to climate change.
In terms of protection of water sources, development of water resources and prevention of harmful effects caused by water, special attention is given to the protection of the underground water supply regions, especially aquifers in the Red River Delta, Mekong River Delta, southeast and coastal plains in the North Central and Central Coast regions. The Plan also proposes to focus on developing, protecting and improving the quality of watershed protection forests to ensure a stable forest coverage ratio in accordance with the set targets; accelerate the greening of bare land, barren hills and desertification areas; protect and sustainably develop aquatic resources and important wetland ecosystems; invest resources for the restoration of rivers and water sources that have been and are in danger of being degraded, depleted and polluted.
