Abstract
The objectives of these Provisional Regulations are: to protect health and lives of the general public; minimize infected cases, worsened cases, and deaths of COVID-19; restore and develop economy and society, guarantee social security, safety, and order; perform dual objectives, introduce the country to the new normal as soon as possible.
Classification of epidemic level shall be: level 1 low risk (new normal); level 2 moderate risk; level 3 high risk; and level 4 very high risk. Based on guidelines issued by Ministry of Health on assessing and identifying epidemic levels and local epidemic situations, People s Committees of provinces and central-affiliated cities shall decide to change epidemic level. At level 1-3, service providers including commercial centers, supermarkets, convenience stores, and supply markets shall develop plans and assume responsibilities for implementing COVID-19 epidemic management, and be allowed to run the business. At level 4, for service providers including commercial centers, supermarkets, convenience stores, and supply markets, if necessary, people s Committees of provinces shall issue regulations restricting number of individuals selling and buying simultaneously at any time.
