Abstract
This Strategy on Ethnic Work for the period 2021 - 2030, with a Vision to 2045 is a multi-sectoral policy document at the national level. The Vision to 2045 is set up as: 1. The average income of ethnic minorities is over half of the national average; 2. There are basically no poor households; people have full access to basic social services; 3. Communes and villages in ethnic minority and mountainous areas have sufficient infrastructure to meet the requirements of socio-economic development and people's lives.
The overall goals of the Strategy include: 1.Prioritize the comprehensive, fast and sustainable development of ethnic minority and mountainous areas; exploit the potential, effectively bring into play the comparative advantages of the region, protect the environment and living space of ethnic minorities. 2.Shorten the income gap between ethnic minorities and mountainous areas compared to developed areas. 3. Gradually reduce the number of communes and villages with special difficulties, significantly improve the people's lives and livelihoods, focus on attracting resources to invest in building the socio-economic infrastructure system. synchronized, connected with development areas. 4. Promote synchronous development of the following fields: education, training, health care, culture; ensure social security, reduce poverty quickly and sustainably; improve the efficiency of state management and the quality of the contingent of cadres, civil servants, public employees and ethnic minority employees. 5. Improve the efficiency of state management and the quality of human resources in ethnic minority and mountainous areas. 6. To gradually eliminate backward customs and practices, while preserving and promoting the fine traditional cultural identities typical of ethnic groups. - Focus on building a political system on a strong basis, maintaining political security, social order and safety, contributing to maintaining territorial sovereignty and national border security. - Consolidate the strength of the great national unity, for the goal of a rich people, a strong country, democracy, justice and civilization.
Regarding economic development, the Strategy proposes to concentrate all resources to invest in strongly developing the multi-component commodity economy; focus on developing collective economy, cooperatives, private economy, linking production with processing, connecting markets, creating value chains, adding value to promote potentials, advantages and suitability with the characteristics of the local ethnic minorities and mountainous areas. For agriculture, the Strategy proposes to develop agriculture towards sustainable development, improve quality, add value and competitiveness; focus on forming concentrated specialized cultivation areas with reasonable scale, suitable to soil and climate conditions and local labor use; Focus on sustainable forestry development in association with forest protection and increase income for people; complete the allocation of land associated with forest allocation to organizations, individuals and households according to the approved planning; settle residential and production land and adopt appropriate support policies for ethnic minority households and poor households living in ethnic minority and mountainous areas; resolutely put an end to deforestation for cultivation and destruction of forest land.
