Resolution 153/NQ-CP on promulgation of the Government’s action program for implementation of resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in new situation.

This Government Resolution No. 153/NQ-CP approves and promulgates the Government’s action program to implement Politburo Resolution No. 59-NQ/TW on international integration in a new context. Its stated objectives are to institutionalize the Politburo’s viewpoints; improve the quality, efficiency, synchronicity and comprehensiveness of international integration; develop an independent, self-reliant and resilient economy; maintain peace and stability; perfect the Socialist Rule-of-Law State; raise living standards; preserve and promote Vietnamese culture; and enhance Vietnam’s international role with a target of becoming a developed, high-income, socialist-oriented country by mid-21st century.
The action program lists specific tasks and measures assigned to ministries, central agencies and provincial/city People’s Committees. Key measures include strengthening Communist Party leadership and dissemination; promoting digital transformation and a strategy for digital diplomacy; reviewing and maximizing benefits from FTAs and WTO obligations; policies to encourage e-commerce, green and circular economy, carbon markets, and high-quality FDI; measures to attract global corporations in IT, semiconductors and AI; science, technology and innovation cooperation; enhanced political, defence and security cooperation; expanded multilateral engagement and UN peacekeeping participation; and sectoral integration plans for culture, education, health, labor, tourism, agriculture and environment.
