Abstract
This Resolution No. 39/2021/QH15 outlines Vietnam’s National Land Use Master Plan for 2021–2030, with a Vision to 2050, and the Five-Year National Land Use Plan (2021–2025). It affirms that land is a vital resource to be managed sustainably in line with the 10-year socio-economic strategy. The Resolution emphasizes principles of efficiency, balance, environmental protection, food and water security, and adaptation to climate change. The vision to 2050 aims at efficient land use, ecological balance, and supporting Vietnam’s goal of becoming a high-income, developed country. It sets objectives to allocate land rationally for economic growth, infrastructure, defense, and social needs while protecting forests, ecosystems, cultural heritage, and ensuring land access for ethnic minorities. It stresses maintaining 3.5 million hectares of rice land, preserving forest coverage at 42–43%, and expanding urban and industrial areas in a balanced, sustainable manner.
The Plan provides detailed land use indicators for 2025 and 2030, including agricultural, forest, industrial, urban, and infrastructure land. It calls for legal reforms to the Land Law, improved fiscal mechanisms, and transparent, efficient land allocation. The Resolution highlights modernization through digitalization, GIS, and remote sensing, as well as stronger monitoring, inspection, and climate resilience.
