Resolution Approving the Master Plan of Social Economic Development in Ethnic Minorities and Mountainous Areas in Period 2021-2030.

This Master Plan of Social Economic Development in Ethnic Minorities and Mountainous Areas in Period 2021-2030 is a multi-sectoral policy document at the national level. Overall objectives include: Exploit potentials and advantages of localities in the region, innovate, promote economic development, ensure social security; rapid and sustainable poverty reduction, gradually narrowing the gap in living standards and income compared to the national average; gradually reduce the number of communes and villages with special difficulties; plan, arrange and stabilize the population, build a synchronous and inter-regional socio-economic infrastructure system, connecting with developed regions; comprehensively develop education, training, health care and culture; markedly improve people's living standards; raise the quantity and quality of the contingent of cadres, civil servants, public employees and ethnic minority employees; preserve and promote the fine cultural identities of ethnic minorities in parallel with the eradication of backward customs and practices; implement gender equality and address pressing issues for women and children; build a political system on a strong basis, maintain political security, social order and safety, ensure national border security.
In order to achieve the overall goals, the Plan proposes a set of main tasks and solutions, including: a) Formulate a national program for socio-economic development in ethnic minority and mountainous areas in the 2021-2030 period; b) Formulate and promulgate criteria for delimitation of ethnic minority areas and mountainous areas according to the level of development; c) Strengthen scientific research and technology transfer; build a synchronous database of ethnic minority and mountainous areas to serve forecasting, planning, management and implementation of ethnic policies; d) Mobilize all investment resources for socio-economic development in ethnic minority and mountainous areas, in which State resources play an important and decisive role in mobilizing other resources; etc.
